The construction of the street and drainage improvement is complete. 


About The Project:

White Stone Lane is a two-lane public road running north of Grapevine Lane and west of Portola Avenue. Residents that live on White Stone Lane have expressed concern about access to and from their homes during and after rainfall events. The road was constructed in the 1960s and has a low spot between Grapevine Lane and the nine houses on the street. That low spot is susceptible to flooding and can reach depths of about eighteen inches. During flood events, drivers must drive off the pavement onto a grass slope to ensure their cars do not get stuck in water.

The street improvements to White Stone Lane will construct catch basins and detention chambers to divert water underground before it reaches the low spot in the road. The project will also rehabilitate the street with a new base section and four inches of asphalt concrete. The White Stone Lane Street Improvements began construction on April 24, 2023, and the project is expected to be complete by June 24, 2023. The map below shows the project's vicinity. 

Timeline: 

Street construction will begin May 22. Residents will have access throughout the construction process, with the exception of May 31, 2023. The street will be paved on May 31, 2023, and access will be limited. The City and the contractor will make every effort to complete the paving quickly to allow vehicular traffic back on White Stone.

    Update as of July 10, 2023: The construction of the street and drainage improvement is substantially complete. The contractor is finalizing restoration efforts.

    White Stone Lane was paved on May 31, 2023. The paving was inspected and passed grade and compaction testing. The contractor will now be working on installing sod along the golf course property and restoring the areas along the back of the curb and gutter that were impacted by the construction.

    The curb has been poured on the south side of the street, and the cross gutter will be poured on the afternoon of Friday, May 26. The contractor is bringing in the aggregate base material, and they will be grading it May 26, 27, and 30 in preparation for the one-day paving on May 31.

    On May 31, White Stone will be closed to traffic. Residents of White Stone who need to get out of the neighborhood will be required to park their cars outside the neighborhood. The contractor has set up a phone line to shuttle residents from their houses to Grapevine Street. Residents may call Erick Vazquez at (760) 895-5020 to request the shuttle service. Upon completion of the paving, the contractor will focus on final items and general cleanup. All work is expected to be complete by June 19.

    The installation of the drainage system is nearing completion. The contractor has finished construction of the catch basin, and the curb and gutter will be poured beginning May 19. The existing street surface will be removed beginning May 22, 2023.

    The contractor will construct ramps between residents' driveways and the street to maintain access for residents. The new paving of the street is scheduled for May 31, 2023. Traffic in and out of the White Stone neighborhood will be restricted during the paving operation. The City is coordinating with the contractor to reduce the amount of time the street will be closed.
